    PUBLIC NOTICE
    NOTICE OF PUBLIC HEARING ON AN ANNEXATION
    AGREEMENT BEFORE
    CITY OF ELDON CITY COUNCIL
    NOTICE IS HEREBY GIVEN THAT the Eldon School District, petitioner, has filed an application with the City of Eldon requesting annexation pursuant to an annexation agreement of a tract of property into the City's municipal boundary. The tract of property is 4.10 acres and is generally located on North Oak Street east of the Middle School. The Eldon School District has purchased the 4.10 acres to build 12 houses at this location.
    The city of Eldon will conduct a Public Hearing for the purpose of considering and hearing testimony as to an ordinance authorizing the execution of annexation agreement in regard to the annexation to the City of the above described tract of property on Tuesday, October 16 at 6:00 p.m. at the City Y Building. All interested parties are invited to attend the public hearing and will be given an opportunity to be heard.

    A brief description of the Project is as follows: Additions: 15,000 SF, includes tech/arts shop and locker rooms. Renovations: 30,000SF, includes auditorium, locker rooms, kitchen, music practice, nurse, speech, and business classrooms.
    Pre-bid meetings will be scheduled according to bid package and are limited in size to provide more in-depth discussion of specific project requirements, bid instructions, etc. Refer to CM Manual for Pre-bid Meeting times.
    Obligations of Bidders: Successful bidders providing a complete, responsive, and responsible bid will be required to execute a Master and Project Contract with Nabholz Construction Services. Additionally, bidders must be prepared to provide insurance as specified in the Construction Management Manual portion of the bidding documents.
    Bidders must comply with regulatory and licensing requirements of the State of Missouri, as well as all other applicable State statutes. To be considered, bidders must be licensed on day of bid opening.
    By providing a bid, firms accept the obligation to honor bids for a period of 60 days after the bid opening.
    Nabholz and School of the Osage reserve the right to reject any or all bids and to waive any informality or irregularity in any bid.
    Nabholz encourages all small, minority-owned, women-owned, or disadvantaged business enterprises to submit bids for this project.

    PUBLIC NOTICE
    ABSENTEE VOTING
    WILL BEGIN SEPTEMBER 25, 2018 FOR THE NOVEMBER 6, 2018 ELECTION.
    Persons eligible to vote absentee Any registered voter of Miller County may vote by absentee ballot if he expects to be prevented from going to the polls to vote on Election Day due to:
    (1) Absence on election day from the jurisdiction of the election authority in which I am directed to vote;
    (2) Incapacity or confinement due to illness or physical disability;
    (3) Religious belief or practice.
    (4) Employment as an election authority or by an election authority at a location other than my polling place;
    (5) Incarceration, although I have retained all the necessary qualifications of voting.
    Application for an absentee ballot may be made by an applicant in person or by mail, or for the applicant, in person, by his guardian or relative within the second degree by consanguinity or affinity at the County Clerk's office. Closing day for receiving applications by mail or from guardian or relative in person for the applicant is 5:00 P.M., October 31, 2018. Closing day for receiving applications in person at the County Clerk's office is 5:00 P.M., November 5, 2018.
    Absentee ballots may be mailed or hand carried from the County Clerk's office by the person voting the absentee or by an absentee team selected by the election authority. Absentee ballots will only be accepted by the election authority when they are hand carried to the County Clerk's office by the person voting the ballot, the U.S. Postal Service or by a team of deputy election authorities appointed by the County Clerk.
    All absentee ballots must be notarized except for any resident of the state of Missouri who resides outsides the boundaries of the United States or who is on active duty with the armed forces of the United States or members of their immediate family living with them or persons who have declared themselves to be permanently disabled pursuant to section 115.284, otherwise entitled to vote, shall not be required to obtain a notary seal or signature on his or her absentee ballot.
    Notwithstanding any other provision of this section or section 115.291 to the contrary, the subscription, signature and seal of a notary or other officer authorized to administer oaths that shall not be required on any ballot, ballot envelope, or statement required by this section if the reason for the voter voting absentee is due to illness or physical disability.
    Closing day for receiving absentee ballots is 7:00 p.m., November 6, 2018.
    Closing day for receiving military ballots is noon, Friday, November 9, 2018.
    Verification Board will meet at 9:00 a.m., November 9, 2018.
    Certification of Election will be Friday, November 9, 2018.
